ICANNWatch carries a report of Brazil's position on Internet Governance. They want to create an independent forum affiliated with the UN. No discussion of how this would fit with ITU, ICANN's GAC and so forth. It is worth remembering that it takes time to get any new international forum up and running. It took the ITU nearly 100 years to get 100 members. Admittedly, the second 80 countries came in in another 50 years. So the process could be argued to be getting quicker. ICANN's Government Advisory Committee (GAC) took only about five years to get to 100 members. Worth reminding that to folks who say that GAC is not representative. After 5 years the ITU had 22 members.
